In the history, before 2012, in ASEAN only Lao PDR which there was no National Computer Incident Response Team (Nation CIRT), with the fast track of ICT grows in Laos, and increasing the number of Cyber-attack, there is necessary that Lao PDR need to establish National CERT.

Follow up as advising by the ITU-IMPACT in order to preparing a fundamental such as tools, IT equipment, technical staffs and others necessity facilities. Ministry of Posts and Telecommunications under degree 220/MPT, dated 9th February 2012 agreed to establish Lao Computer Emergency Response Team (LaoCERT) as one division under the Lao National Internet Center (LANIC).

After, full preparation as recommendation by ITU-IMPACT, Based on prime minister degree No.171/PM, date 21 June 2016, LaoCERT was separated from Lao National Internet Center to become a national CERT of Lao PDR and under control and monitoring directly by the Ministry of post and Telecommunications.

Currently, LaoCERT is a member of Asia Pacific CERT (APCERT). LaoCERT has an authorized to use name of �CERT� from Carnegie Mellon university in May 2016. At present LaoCERT has total 32 staffs, 7 female, the organization divide into 4 deference divisions such as: Division of Management & International cooperation, Division of Research and Development , Division of incidents handling and Division of Network Monitoring.
